HHSRS 2 Transition Refresher (Full Day) - Virtual Delivery

This full-day course is designed for existing HHSRS practitioners who want to update their knowledge following the changes introduced through the national HHSRS review. It is particularly suitable for officers who have previous experience of applying the Housing Health and Safety Rating System but would benefit from revisiting the core principles and assessment methodology before exploring the new HHSRS 2 framework.

The session provides a practical refresher on the key elements of HHSRS, including hazard identification, assessment principles and enforcement considerations, before examining the proposed HHSRS 2 changes in detail. Delegates will gain an understanding of what has changed, the rationale behind the revisions and the implications for housing inspections and regulatory activity.

Option 2

HHSRS 2 Transition Refresher (Half Day) - Virtual Delivery

This half-day workshop is designed for experienced HHSRS practitioners who are already confident in applying the current Housing Health and Safety Rating System and are looking for a focused update on the changes arising from the national HHSRS review.

Rather than revisiting the fundamentals of HHSRS, this session concentrates on the proposed HHSRS 2 revisions, providing a clear overview of what has changed, why the changes have been introduced and what they mean for housing inspections, assessments and enforcement activity.

HHSRS Core Competency Course for Practitioners

This is the traditional core competency course that has been updated in line with the national review

People who need to assess properties according to the HHSRS, housing managers who need to learn how the HHSRS may change their property ratings and how to prioritise failings, managers who need to supervise staff who are assessing properties.

The course will help organisations come to terms with the practical application and implications of the Housing Health and Safety Rating System (HHSRS).

By the end of this course (either 2 full days or 3 half days), participants will understand the principles behind the Housing Health and Safety Rating System and will understand how to link deficiencies, hazards and the likelihood of harms.

HHSRS 2: The Future of PRS Property Standards for Landlords & Agents

Private landlords and letting agents also need to understand how HHSRS is changing — and what this means for inspections, repairs, evidence, and enforcement.

This focused 2‑hour session is designed for those who already have a basic grounding in property health and safety but want a clear, practical update on the new HHSRS structure.

We cut through the consultation noise and provide a concise, sector‑safe explanation of the new hazard profiles, baseline indicators, banding, and expectations for PRS compliance.

Who Should Attend?

This course is aimed at staff fairly new to dealing with houses in multiple occupation (HMOs) as well as more experienced practitioners who would like a refresher.

Delegates will be in safe hands throughout the course as it will be delivered by the extremely competent and market leader Andrew Lavender.

Aim of the course

HMO’s are often the most testing area within the private rented sector to deal with. The course will allow practitioners to be confident in understanding the procedures from the license application, through inspection and where necessary to follow up with the appropriate notices.

Course Outline

General HHSRS enforcement powers relevant to HMOs - includes references to significant RPT decisions for example those relating to powers of entry
HMO Definition & Introduction to Licensing – the definition explained. Also includes brief section on planning controls
Licensing regime - which properties fall into definition and penalties for breach of conditions. Includes session on revocation and the implications of revocation.
Management Regulations, HHSRS & Other Powers - regulatory framework including detailed consideration of hazards commonly found in HMOs (personal hygiene, sanitation and drainage, food safety, fire, overcrowding, electrical hazard, carbon monoxide, entry by intruders, etc).
Practicalities with Inspections and Enforcement - includes sections on evidential issues and prosecution.

Session 2: Preparing for Legal Action in ASB Cases (3 hours)

Summary:

From 1st May, all new PRS tenancies in England are Assured Periodic Tenancies, and landlords can no longer rely on Section 21.

Requiring landlords to prove the ground in Court, it makes it increasingly important that ASB cases are prepared and presented in the best possible way, to maximise the chance of securing a possession order without avoidable delays.

Developed by Janine Green, a leading practitioner in ASB and Housing Member of the 1^st Tier Property Tribunal (Scotland), this course uses real-life examples to explore how landlords can:

· Serve legally compliant, effective notices relying on the ASB ground

· Prepare strong cases that convince the Court that the ground is met and that it is reasonable to make a possession order

· Where using Solicitors to present their case, ensure that the work involved from them is minimal and the cost of instructing reduced.

· Reduce the likelihood of unnecessary (and costly) adjournments and delays.

This is a hands-on, interactive session designed to give landlords the confidence and knowledge to be able to prepare high quality legal cases.

Summary:

20 Hidden Improvements to Increase Your EPC Ratings That Most Energy Assessors Don’t Have Time to Show You

The UK Government has confirmed significant updates to the Minimum Energy Efficiency Standards (MEES) and Energy Performance Certificates (EPCs).

Privately rented homes in England and Wales will need to reach an EPC rating of C by 1 October 2030, supported by a £10,000 landlord cost cap.

EPC data collection requirements significantly changed on 15th June 2025 enabling some new ratings improvements, previously not facilitated in the software. Moreover, they are due to change again with a radically new dataset and format.

EPC Ratings improvement measures are automatically generated in the software, but these are very limited with only about half displayed.

This session will investigate how Landlords and agents can increase their ratings from the 'other measures' not automatically generated.

This focused 3‑hour session is designed to inform property owners of hidden improvements including those many energy assessors aren’t aware of.

Course Content:

This course supports delegates to build their knowledge of basic construction methods of typical residential buildings and the most common visible building defects likely to be encountered within their role.

The course includes the correct terminology to describe residential construction elements, helping delegates to communicate more efficiently and effectively within their role. This session is ideal preparation for delegates who will be completing future inspections to help build confidence with report writing and communicating defects with colleagues and contractors.

Please note: the link between defects, hazards and the Housing Health and Safety Rating System (HHSRS) is referenced, but this course does not include in depth information regarding HHSRS or HHSRS calculations.

HHSRS Core Competency Course for Practitioners

HHSRS was developed as a component of the Housing Act 2004 to replace the Fitness Standard. If you are a private sector housing practitioner it is likely that you will be required to apply HHSRS in your everyday role.

An online version of this course is now available via the Zoom Platform.

The course will help organisations come to terms with the practical application and implications of the Housing Health and Safety Rating System (HHSRS). As HHSRS adopts a ‘risk based’ approach to property defects, there can be a great deal of variation in hazard ratings from practitioner to practitioner. This course incorporates an assessment that must be completed between day one and two of the course. There is a break of at least 20 days between Session 2 and Session 3.

Session 3: 9.30am - 1.00pm

The second day of the training concentrates mainly on reports given by delegates on their assessments and provides the opportunity for feedback and discussion.

Trainer Bio:

Our Tenant Trainer is a housing trainer with over 20 years’ experience supporting tenants and landlords to understand their rights and responsibilities. They began their career at Shelter, where they spent seven years as a Senior Trainer developing and delivering training for housing advisers on homelessness, disrepair, and tenants’ rights. That grounding in tenant advocacy continues to shape her clear, practical, and compassionate approach.

They later founded a lettings agency and worked as a landlord and property investor, giving them a rare insight into how issues look from both sides of the housing system. Since 2014 they ran their own training company, delivering accessible, engaging sessions for organisations across the private and social housing sectors.

They have also held non‑executive roles with Nomad, a Sheffield charity supporting young people into safe housing. Their blend of tenant‑focused experience and sector‑wide knowledge makes her a trusted, relatable trainer for tenants who want to feel informed and confident navigating their housing rights.

As front-line housing professionals we will invariably encounter some instances of illegal activity taking place in the properties which we let and manage. Dealing with Harassment and Illegal Eviction Course

Overview.

Regulation of the Private Rented Sector is moving rapidly up the agenda for government plans to increase efficient activities of local authorities.

Clause 58 of the Renter’s Reform Bill when it is enacted will place a duty of local authorities to investigate and enforce a range of housing breaches, including the protection from Eviction Act 1977, which only provides the power for councils to take action. Clause 58 will be a landmark change for councils across England, requiring a reinvigoration of skills and knowledge that have been declining in the past 7 years.

We are so pleased to offer this course which has been created and delivered by a Tenancy relations Officer with 33 years’ experience in dealing with harassment and illegal eviction.

Ben has over 20 years exclusively training local authority frontline housing services staff, is unique and timely. One has been commissioned by Legal Action Group Publications to write the UKs first book on dealing with harassment and illegal eviction for frontline workers. Due to be published early in 2024

About the course:

A full training manual will be provided that acts more as a resource/reference book and will contain much more information than we will be able to cover on the day but it us useful to have.

This course also comes with a range of toolkits and standard letter templates that enable the officer to follow a defined process in dealing with everything from threatened illegal evictions, disconnection of utilities and seizing of a tenant’s possessions

About the trainer:

Ben Reeve Lewis became a Tenancy Relations Officer on Feb 2nd 1990 and a trainer of the subject since 2000. He trains frontline housing staff exclusively and having spent an entire career in this specialist field is probably the most experienced person in the UK. He co-founded Safer Renting in 2015 and is now the Strategy Manager for a team of 14 supplying a TRO service to 13 London boroughs and is visiting lecturer in housing law for Middlesex University, so he has the legal knowledge and a lifetime’s experience in the practical application for local authority officers in a multi-disciplinary framework.
